Ruger Precision Question?

Shoot it. If it shoots well, then don't sweat it.

You could also just try taking the handguard off and re-installing. I don't know how the new rails are, but the Gen 1 rails utilized a clam shell fit between the barrel nut and the handguard. They, Ruger, sent a number of rifles out without these aligned properly. If similar, that could be the issue and an easy fix.
 
RPRs shoot very well for the money, but don't expect them to have tolerances of rifles costing twice as much. Money had to be saved somewhere. Savage is the same way, shoots well, but build quality suffers compared to more expensive options. We all want a gun that shoots well and is built well but if I had to make a choice between one or the other, I'd take the shooter every time.

I've been waiting on my scope to come in but I went ahead and shot the rifle. I love it the action is smooth and the trigger is great. Bit heavy but solid. I would highly recommend this rifle
