No, you can have a C&R03 or have them sent to an FFL01 dealer. I've ordered 10 rifles from them in the last 2 months. I have them delievered to a pawn shop I use that's an FFL01 license holder. I have checked 2 places around where I live and with ffl fees and shipping its usually still 10-15 bucks more if I get online. $30 was cheapest place I called for ffl fees and it was a pawn shop. $100 gun ends up costing 130-140. I gotta found a ffl that will give me discount on transfers.

Sporting Arms in Winterville, GA does $10 FFL transfers. I have used them and are good people.

They were fairly nice rifles. Keep in mind these aren't the most precision rifles to start with but all are arsenal refurbs so they were redone to reissue standards and have been in storage since roughly the 50's give or take. I bought the 2 M91/30 rounds I have during the Black Friday sale and also got 2 M44s and 2 M91/30 Hexes. I even got one Tula hex as a bonus. All in all I got some really nice rifles and with no hand pick. The next sale they had was the laminates and I got 4 Tula and the handpick and they are nice. Mirror shiney bores with strong rifling. Right on. You're set. I haven't gotten one yet but I have a pawnshop near me that did all 6 rifles for $40. Then the next 4 for the same thing. One of these days I'll get off my duff and get a C&R. Bottom line is I'm happy with what I got and it's hard to beat the price. Shipping for 6 rifles was only $50 too and I'm in Louisiana.
