Saiga Front Conversion. Gas tube not in alignment.

I am converting my Saiga 5.45*39 so it can use AK hand guards. I bought a new gas tube and a bolt on lower hand guard retainer. I am using the handguards from an Arsenal.

The bolt will not go all the way forward. It goes in only until it flares out from the unpainted portion. Am I to cut a notch in the barrel so the gas tube can sit lower?

^ What he said. Your 3rd pic. The wedge on the bottom on the gas tube is supposed to go inside of the sight block. I can see your hand betwen the sight block and gas tube. Gas tube is not all the way back.
