Selling handgun ammunition to 19 year old legal ?

If the buyer is a minor then it doesn't matter. You cannot sell them any ammo that can be loaded into a pistol even if it is a common rifle caliber such as 22LR.

No, a minor is someone under 18. In that same line of thought though, I joined the Army at 17 with parents consent but I could not go in a bar and drink even with my Dad present. At least not legally. Not saying it never happened. For that matter, at 17 I was able to go to war but could not legally drink in the Enlisted club on base.
