Is this even an issue if the buyer were to state they were buying for a pistol caliber carbine? Not sure but at that point it's technically not for a pistol either way.

If the buyer is a minor then it doesn't matter. You cannot sell them any ammo that can be loaded into a pistol even if it is a common rifle caliber such as 22LR.
