He was the criminal, not the people that sold the guns. How would an FFL have stopped this guy from committing a crime?

Only issue is, your are responsible that the reviever is actually the person you intend. And, you have no reason to believe the person is disqualified from possessing a firearm. Care should be taken, be sure a 13 YO doesn't open the "plain wrapping" or some other ****ed up situation.
 
I won a Winchester 1894 in a contest in Indiana and the rifle was shipped UPS to me at home.........no FFL forms needed filling out or anything pertaining to ownership, just a congratulation for winning card. [smiley]
 
The only case that I am aware of that a firearm can be shipped from state to state without an FFL is if the sender of said firearm is a government entity. The recipient can be any lawful owner in any state that said person can lawfully possessing said firearm. But I'm sure that there are also other cases where interstate firearms transfers are legal without an FFL... I just have not encountered them.
 
Thanks to everyone here who contributed factual information. So much hearsay and misinformation out there a lot of people are afraid to ship firearms on here. I have made plenty of long distance deals and have yet to have a problem. I have also missed out on a few because the seller was not willing to ship even though I offered to pay for shipping because they thought it wasn't legal to do so. To those that mis-inform others due to ignorance of the law, shame on you! Hopping off soap box now.
