Some completely different scenarios there. Driving recklessly, yes. Charge the parents. Drowning? Could be a complete accident. If the child was at fault and did something irresponsible to cause it then yes, charge the parents. Our society is in a complete shambles today because of lack of parenting in my opinion.
Exactly - "Could be a complete accident" is the key phrase here. A local prosecuter could burn some asses with that defense I am sure. What if the kid supplied the drownee with Ron Rico 151 from the parents liquor stash? Is that worthy of a manslaughter charge for dad? I agree on the parenting issue and lack of accountability. But the legal system and lack of tort reform has a large part of the blame as well.
