Looks like a great deal. What does turn-ins mean -- like police trade-ins or something?

It means they were sent to Sig and refurbished. They come in a Sig box with manual and registration card with 2 mags. If you put these next to a new gun, you would have a difficult time telling them apart. I doubt you would ever find the same gun in this condition for a lower price.
