There is a great deal of variation in their color and pattern from snake to snake and they are darker in cool weather. You can see the tell-tale center stripe that shows up by that tail.I've never seen a brown garter snake....not saying you are wrong. Looks like a woods rattler, or a Georgia brown...? I'm not a herpetologist though, and I've never stayed at holiday inns
