I just house trained my rescue dog. You have to take them out consistently. Invest in a gate or two to keep him isolated to a smaller area then invest in puppy pads and lay them everywhere for a few weeks. Praise him when he does his business outside. Expect accidents, he's learning
Spanking them or "rubbing their nose in it" doesn't work, it only creates a fearful dog

He's fine in the crate and sleeps in there at night. The problem is we'll take him outside, walk him, play with him, etc. for a long time. He has ample opportunity to pee or poop anywhere. Bring him back in the house and he'll just stop and whiz or poop anywhere. He gets in trouble and gets taken back outside but he's just not making a connection. I may be expecting too much or he may be a little stiff-neck, or both. I've always adopted grown dogs so I've never really had to deal with a puppy before.
