Somebody please educate me on USPS procedure

Riddle me this: If a package is shipped from N. Carolina to Georgia why is it shipped to California after it arrived in Atlanta? This makes absolutely no sense to me.

Not the first time this has happened. Had a package shipped from Oklahoma, 2 day delivery, that went on a two week tour of the midwest and east coast.
Shipped one to my cousin in Florida that was delivered to my house. It was on time.

Happens to me all the time. Had one last month listed as "out for delivery" from my local PO then took a side trip to Boston before returning to GA.

What if they do the job is done correctly?
What would happen if quantavious or earl didn't **** up?
What if the USPS was competently managed?
Lot's of "if" questions than could be asked.
