A guy down the road used concrete.

Dug the hole.
Poured the slab with a drain in it.
Poured the walls an waterproofed. Then backfilled.
Panned the top ,poured it and waterproofed it.
Covered it over and planted grass.
Put a heavy steel door swinging in.
Long term (more than a generation) like that is the way to go, IMO. Do it like the basement on a new house with poured basement walls with rebar in the right places, and then pour a reinforced roof... BIG hole, pour and backfill...

That idea crossed my mind...

I want a root/storm cellar!! Before I go and buy a short bus and bury it in the back yard, is there an economical way to build a waterproof cellar? I need it for food storage and tornadoes. Have I completely lost my mind?
You have not lost your mind, just "too late" to accomplish anything meaningful.
