Many young people and no few older ones have an extremely poor ability to project likely outcomes from actions. They have been raised from infancy shielded from the negative consequences of their actions to the point they have no decision making skill. Yet we seem to hire these people as teachers quite often, which doesn't say much for the school powers that be either. Heads should roll other than the idiot that got arrested but they won't.
