Springfield 1903- 1919 National Match

I've read that all NM rifles were marked with inspector Daniel A. Leary's initials in the boxed cartouche. Is that so?
Not all, but all the ones I have seen from 1919 through late 1920's/early 1930's have been DAL. Early 1930's through the end of the 1903 NM production also had SA/SPG. There were also Pre-WW1 National Matches, but I don't know much about those specific traits.

Update: I have recently seen a few early NM rifles that had WES inspector stamps, so they aren't all DAL.
