That's what I was hoping. But apparently not.
It was my father's. No idea why he had it.

Anything is possible, but since it's for a Steno, the head is not flat/flush.

Have you tried vice grips on that center piece? Seems like there should be either a 1/4" or 3/8" threaded post in there somewhere.

oh it's stout. Be perfect for a Spotting scope when the legs are folded in half.

No. It doesn't appear to be removable and I'm scared to break it and eliminate the one function it apparently can serve as is.
