I work with a few early 20 somethings, and what they consider to be "dating" is mindblowing to me, which is crazy because I am not that far removed from dating myself. Im about the same. 16 is a good general rule of thumb and i believe is capable is moving up and down depending on the individual person and their mental state. I know at 14 i was more than capable to consent. But i have always been more mature than my age.
