OK, Apologies in advance for some ranting on my behalf ...

"Where has all the money gone ... long time passing" Yep, "Blowing in the Wind"!
While reading the following hyperlink, remember how Levy Improvement Funds for New Orleans got redirected to "More Pressing Needs" by the wonderful local politicians running that city? Katerina didn't miss the opportunity to take advantage of their oversight! How about states enacting lotteries that would increase funding for education? OOPS!, State Funds got reduced and offset by Lottery Revenue ... Education? Still needs more funds!?
Oh, and the article below does mention Georgia where that wonderful excuse for a governor we have killed the much needed North / South Bypass Roadways for I-85 / I-75 ...instead he diverted stimulus funds to "More Pressing Needs" (Yeah, like in buying votes from his cronies?!)
Perhaps Trump will attach the necessary strings to any grants that he sponsors so as to assure that they are not used to replace existing funds; and that they will generate the intended purpose(s)!
Congress isn't the only swamp that needs to be drained!

Redirecting funds is nothing new. Hopefully strings will be attached to any new federal funding ensuring the money will be used for the intended purpose. The government, federal to local, needs to start operating like a business. MARTA and the USPS are shining examples of how not to run a business.

The redirecting of state funds due to an influx of federal funding even with strings/stipulation is an age old issue and the fed insuring the fed money goes for where it was intended does not prevent the state from offsetting that income by reducing state funding.

It's a shell game of robbing Peter to pay Paul.

It's the same ploy when the fed or state claim we are cutting taxes 10% on one hand and the hand behind the back they reduce your deductions by 15% so that effectively they just screwed you by raising your taxes 5%.

The corporate media typically doesn't inform Joe public. Which is the reason the media is suppose to exist and the reason granted special privileges of the 1st Amendment.

The "Shell Games" that our elite-class, self-serving politicians employ (BOTH sides of the aisle), is an old one: "Your employer pays 1/2 of your Social Security obligations" is among one of many myths foisted upon the uneducated. "Kicking the can down the road" on deficits, N Korea, Immigration, Russia, Syria, automatic citizenship upon the birth to non-citizen parents who just happen to be here; are among the most troublesome as their current solutions include: actions that are fraught with dangerous, hurtful, costly and inhumane consequences. "Bearding the Lion" is best done before he grows up to be a mean 'ole SOB!
