Enabled through civil forfeiture (unconstitutional) law.
This is one of the reasons the gubmint wants a cashless society.

Remember when that was passed by I think Bush senior. It was only going to affect "drug dealers", and no one else, just like the NFA of the 30's, it was going to only affect the mob. Be wary of a government that asks you to give up liberty to protect you from the boogie man.
The DEA was also mentioned in that article as well as state and local authorities. The civil forfeiture is a crime perpetuated on the American public. Those laws need to be changed.
