If they're on time with rent they landlord is ok with it I would guess.

My Mom had a rental property that was next door for years in NJ. So close that their 2 car garage was used by us on our side. Their car on one side, ours on the other. Well...... We has some tenants move in that were known potheads. They had folks coming and going all the time. Sometimes folks would leave with brown paper sacks. I told my Mom they were dealing drugs from HER property. She basically told me that the rent was never late and they minded their own business.......

It sounds like the real issue is people going fast down the street, is that right? If so, just focus on fixing that. Put some of these things out in the street during the day when your kids are playing and put them back in at night.
