This epitomizes a lack of training and control of a situation ... The bad guy forfeited his life the very minute he placed the knife at the victim's throat. Who was in charge of the scene? NOBODY!
What were the "Procedures" ... Who Knows?! A decision to take the guy down should have been called; someone(s) should have called "Clear" ... and everyone else should standby and not "pile on" ...
Then again ... LEO's know that they will not have the backing of departments that have a "Damned if you do, Damned if you don't attitude" ... I would like to see "Public Service" commercials explaining specifically that "If you do this, you WILL BE SHOT!" Maybe even required viewing in schools (?)
