He's a big dude, and definitely willing to break the law, but auto theft could be something as simply using some fellow crackhead's car without permission to drive to the C-store to buy another case of beer, and that car's owner wasn't conscious to give permission...
I'd say it's very unlikely he's dangerous to the general public, at least when he's sober, but when he's intoxicated it might be different.
