Dear GCO Member,
Sine die is fast approaching and today is our last day to accomplish anything this year. This has been a long hard year and we appreciate all you, the members of GCO have done this year. Now, we have one more request from you.
As you know, HB60 was agreed to and again amended by the Senate late Tuesday night and HB60 is now back in the House. There were two amendments added to HB60 in the Senate. Those amendments are:
1) To add suppressors used in hunting language
2) To make churches opt in. The language in this amendment is a little different than in the bills proposed in the past, in that churches would be illegal without permission of the church (much like bars are currently) but the language also decriminalizes church carry with a $100 fine if caught in a church that did not opt in.
HB60 is now in the House awaiting action from the floor. We have stated the options available to them in previous emails.
The Board of Directors has decided that the best approach to this final day is for the House to agree to the amendments and send the bill to the governor for his signature. We are asking each member to call their Representatives this morning and ask them to vote to agree on HB60 amendment.
We are not happy with the church amendment but it is much more than what we currently have by law and the benefits of passing the rest of the bill are tremendous steps forward. As we have always done, we take what we can get and come back next session for more. Even with the changes to the church, this is still the most comprehensive pro-gun bill in our state history.
If this bill passes, the following would become law in GA:
Remove fingerprinting for renewal of GWLs
Remove the total restrictions on GWL holders legally carrying a firearm in churches and bars, leaving this decision to private property owners.
Allow GWL holders to carry in non secure government buildings
Prohibit the state from creating and maintaining a database of GWL holders.
Prohibit a ban on firearms in public housing, ensuring that the right to self-defense should not be infringed based on where one calls home.
Codify the ability to legally carry, with a GWL, in sterile areas of airports.
Lower the age to obtain a concealed GWL 21 to 18 for active duty military, with specific training.
Allows for the use of firearm sound suppressors while hunting.
Create an absolute defense for the legal use of deadly force in the face of a violent attack regardless of where you are.
Remove the portion that allows the governor to restrict law-abiding gun owners from carrying their firearms during a declared emergency by executive order through Emergency Powers protection.
Include a provision that would have the state report those persons who have been involuntarily hospitalized or have been adjudicated mentally deficient to the NICS system while also providing an ability for relief through an application process to the court system for the purpose of restoration of rights.
Strengthen current firearms preemption statutes through further clarification of the regulatory authority of local governments, excluding firearm discharge ordinances.
Repeal unnecessary state-required license for a firearms dealer, instead requiring only a Federal Firearms License (FFL).
We feel we have come to far to not the above provisions this bill will enact. Please contact your state Representative TODAY and urge him/her to agree to HB 60 as well as your family, friends and other fellow gun owners in Georgia and urge them to do the same.
We are aware that some of you are against the church opt-in provision and are not asking anyone to go act their conscience. However, we are asking you to please consider what is at stake should this bill not pass out of a conference committee which is, if you remember, the game that was played last year. We only have we have less than 17 hours to accomplish anything this year.

No it did pass the Senate, which was honestly the biggest hurdle.
I have a feeling that it will pass the house since the house is chomping at the bit to pass gun legislation.
