Some sort of model car project. About 34" OAL. Only obvious makers mark is on the air-filled 5" tires, "Williams Bros."
Probably made by Williams Brothers Model Products. It looks like a tether car but it would need a engine and drivetrain. Maybe an incomplete project. Very cool model.
A model of somebody's car design, maybe a Industrial design student's project? Is it foam with a fiberglass resin over top? The wheels are probably just something from the store that were just the right size, rather than making them too.
By their choice of paint scheme and design, I'd say late 90s - early 00s, when everybody wanted to be Boyd Coddington or Chip Foose.

Hadn't heard of tether cars. Pretty cool. I don't think that's what this is, since it seems to just be a hollow plastic shell. Doesn't seem to be any clear place to open it up for a motor, etc.
maybe its a mold for something.
