Trouble bore sighting scope on my Kimber 8400 Advance Tactical

Just got a Kimber 8400 Advanced Tactical .308 and decided to move my Bushnell 4200 Elite 8-32x40mm scope onto it. First tried to use the millett Angle-loc rings that were already on the scope, and then after not being able to get the vertical to get close I went and purchased a set of Burris high mount rings. Again I can get the eye relief, and horizontal set with my lazer bore sight, but the vertical is way off. At 100-120 yards the lazer still sith a few inches above the cross hairs. At 32 power its at the top of the verical crosshair.

Rifle = Kimber 8400 (20min angle slant on kimber mount)
Scope = Bushnell 4200 Elite 8-32x40mm
Rings = Choice Millet Angle-Loc low-med mount and Burris High mount rings

Problem.
- Can not get the vertical to match up with the bore sight at 100 yards.
- maxed out elevation and impact from lazer bore sight still sits inches above the cross hair.

1. What do I need to do to get this rifle to sight in properly?
- Am I using the wrong rings?
- Dont want to try to shim the scope, but might that be necessary?

Used Wheeler scope levels when installing, and they are level with the rifle.
Also tested the Millet rings in all 3 locations on the front rail section.

Im guessing from my own research that the 20moa base on the 8400 is just too much for the bushnell 4200 elite to overcome at 100 yards. the bushnell has a 26 inch variation up and down @ 100 yards, but that would only be 13 inches up and 13" down. leaving around 7" to compensate for. Would still like to make it work. Any ideas?
 
IMHO I would suspect your laser bore sight is way off, before the scope/rifle/rings. If you are hell bent on using a laser bore sight, try it in another rifle you know that is zeroed and see where its pointing in that rifle. You may find the rifle is just fine, and that laser sight is off by a mile.

Try pulling the bolt, and see where the barrel is actually aiming, then move the reticle from there. My neighbors fence post cap is like 92-ish yards away from my back deck. I put my rifles/upper in a rest and bore sight by eye using that fence post cap looking down the barrel. I have tried the lasers and other gizmos, but by eye has always gotten me pretty darn close on paper at 25 yards, then I move to 100 after I verify I have consistent hits at 25 yards. Doing it this way saves on ammo most times, and reduces the crazy amount of adjustments you get doing a 100 only zero from scratch.

I fire 3 shots at 25. Move the reticle to the center of the group. Fire another round, if it is pretty dead on, I THEN move to 100. I have done this even with my RPR that has a 20 MOA base and a ****ty Vortex Crossfire II optic that does not have the elevation range the nicer scopes have.
 
Pics make it hard to see things but it looks like the scope mount is tapered. could you turn it around?

Which type of bore sight is it, bullet or muzzle.
