Trout fishing with 2 rods.

I know the regs say 1 handheld rod, but does anyone know if you can possess 2 or more rods as long as only using 1 at a time. I like to alternate between bait and lures and would like to keep from having to constantly change. I might carry a fly rod too if allowed.

I’ll go with several rods for exactly the same reason. If you only fish with one your fine. Now two lines in the water will be trouble. Things happen, so always have extra rods with you is my policy.
 
I can confirm 2 rods are ok as long as you are only fishing with one at a time. I got license checked by 2 different game wardens last week at Rock Creek and had 1 rod in hand and another laid on the ground beside me both times and they never mentioned it.
