Update - Please help identify this revolver

flatten out the open end of a 30 06 or similar size brass case then make the flat end contour match the portion you are scraping rust off. This preserves finish and removes surface rust that has adhered.
 
After doing some research, it looks like this is a H&R "Victor" model in .32 S&W Short. Probably made 1915-1920's by the s/n. Not a lot of info on these lower end Victor models. Even using Google, I was not able to find much info out there.
