A federal appeals court has ruled against a Trump administration ban on bump stocks, the devices that enable a shooter to rapidly fire multiple rounds from a semi-automatic weapon after the initial trigger pull.

Good ruling.
If bump-fire stocks are a recent invention that exploits a loophole in the 90-year old definition of "machine gun" then let Congress close it through legislation.
That is how the NFA got to be part of the federal law --it wasn't an executive agency that first restricted, and then banned, machine guns. It was Congress that wrote the MG definition it after receiving input and technical advice from gun experts including people from the military and the NRA.
