You can definitely come out and watch (although I wouldn't recommend it. This isn't much of a spectator sport. It's much more fun to participate.)
YouTube has some great videos that'll satisfy the "how does this work?" question. Our Facebook group is "SAPSC USPSA Shooting" and there are some videos linked from there.
And...one can register on-site, but we try to do pre-registration. It ensures that we will have enough folks participating to justify the set-up and range fees. Our Facebook group is "SAPSC USPSA Shooting".
