Had a fatal hit and run in Smyrna a couple months ago and cops had the last four digits of the plate and a photo of the vehicle ,
A quick thinking witness took a cellphone pic ,
a white Chevy pickup , and it still took em three days to find the address when it was registered

I worked, in a body shop, for a large multi line dealership for 13 years. The GBI, on several occasions, collected paint chips for the database. So yes they do it in real life, to what extent I do not know.
