For those of you that point out Jerry Miculek can shoot at nearly full-auto rates without any special tools, I found this on ATF's website last week:

"90 days after this Final Rule is published in the
Federal Register, possession of Jerry Miculek fingers
will be a violation of the National Firearms Act,
a felony carrying a 10 year penalty.

BATF, Firearms Technology Branch, has created the
following guideline for the approved methods of
destruction of Miculek fingers.

METHOD 1: Cut off index finger at blue line,
and cut off opposing thumb at yellow line.

METHOD 2: Cut through index finger at three places:
Blue line, upper red line, lower red line.

All cuts must me made with a chop saw
with at least a 5mm blade width
or an oxygen-acetylene cutting torch.
