What is difference in Antique gun laws and C&R gun laws?

C&R stands for curios and relics. As I partially understand it, you can ship some "antique" firearms to people without them having ANY license and some can only be shipped to C&R/ffl holders. Reading on the ATF site is confusing as heck and I don't want to get in trouble. I have an 1800's percussion musket and the guy is insisting he doesn't need to provide C&R.
