yep just a dial indicator. lay it flat on counter with it on 0. set your beer can where it just touches it and spin can and check reading. then drink 6 more beer and do the same with last beer. reading should change at least .300. if not it needs calibrating.!

Also used on mills and lathes etc for leveling tools and surfaces. It has to be clamped in some sort of clamp to hold it in place while you are moving the part or tool against it.

Used these many times with a magnetic base setting up ring and pinions and gear to gear backlash.
An extremely accurate tool when needed.

Appears to be part of a Hart bullet run out gage -- should be base to go with it -
Hart does not seem to list it any more --
