The washer or flat part is attached to the end of it
What it is actually used for I don’t know
I would use it to put on a round probing stick for checking rock/gravel/asphalt thickness

Yes they sale sell sail these but hard to find, expensive and usually just better to make them yourself

Anything with a thumb screw or plastic ain’t gonna hold up IMO.

DOT uses a little core drill to measure rock depth. You can rent them.

With the thumb screw you can raise and lower to desired thickness
The screw won’t go into the material, it will be above it
