What the heck is this?

I don't think it is a rocker, they usually have a center fulcrum. Plus the hole is oriented the wrong way, it is vertical and needs to be horizontal (so that it can, you know, rock :) ).
 
WOW i can't believe yall don't know what that is ... its a quarter ...duh i mean dang all three of them are quarters the first picture pretty much gives it away


And as far as the thing under it ...im not positive but im pretty sure that thing is the shrapnel they pulled out of John Kerry's leg ...thats how that patriot earned his purple heart
 
Since there's no hole in the side and there is washer wear on the top we can deduce it was mounted on a threaded shaft with a nut and washer on top, due to the wear on the beveled "finger" surface we can deduce it was rotated into a position that created pressure on whatever it was positioned on top of. The inner slotted bore of the piece appears to be beveled so it was important this piece not only fit tightly but also when rotated there could be no chance it could slip on the shaft it was mounted on. Since it doesn't have any type of handle we can deduce this was not the end that was used to rotate it into position, chances are the opposite end of the shaft had a handle of sorts on it. Could still be a part from a tool but I'm thinking it's something that was used to hold the end cap on a pressurized container. Maybe a low pressure paint tank? It was also mounted on a shaft that was stronger than aluminum because you can see wear marks inside the bore and the bottom appears to have been deformed by the shaft it was mounted on from over tightening / turning.

Unclear, now you have to go back to the house where you bought it and find out what whoever owned the toolbox did for a living.
