On the base, some Blue Locktite is advisable but use it sparingly. No need to use copious amounts. If your base lacks a recoil lug, anti-sheer pin or something similar to keep the base from moving under recoil, even with Locktite the base can vibrate loose.
On rings, you should never use Locktite or other thread locker. It will prevent you from getting the screws to proper torque value. Of course, this assumes you are using quality rings. If you are using something on the lower end of the quality spectrum, some Blue Locktite won't hurt. Again, don't go crazy with it.
