They have to spend our $$$ somehow.
I did read somewhere that they might begin to allow 2 children per family, so maybe population explosion?

They were cities built to house people who could work for corporations that were setting up shop there.
Sometimes the corporations pull out at the last minute so there.is no use for the city, nothing to sustain it. Thus you get a ghost city.

i would say jobs, even if they hire people to build cities with no one in them its still jobs to keep folks busy. or they are making a utopia for the higher ups if some disaster happens (just like they did in land of the dead where the important people and rich lived in luxurious new part of town built by the peons)
