A national level preparation for SHTF? It sounds like they are being built in remote locations. All hell breaks lose in a war and their existing cities get destroyed. No problem, they have brand new ones to move the survivors to. Hmmmmmm.

Why wouldn't they put people to work raising the standard of living where there are already people? If it's just "make work" there are a lot better ways to do it.

So why are they building them all over the world
they could also be used to house "important people" in case something does happen, so the rich and influential will have plush living quarters and shopping areas built by the peons

Seriously! The Chinese never do anything just for the hell of it. They are long term planers, as in generational thinking. It sounds to me like they are doing this in anticipation of war or what they think the long term effects of global warming will be. If not either of those, some other massive upheaval of civilization.

Probably just spending all the money they are making while their economy is huge. Preparing for future generations a great place to live in nice cities just in case the USA ever gets wise and shuts off their supply.
