Possibly oil reserves under or around the cities? If they already own and devloped the property it would be almost imposible for someone else to try to get the mineral rights. Here is something I found while reading up on China spending.

The Chinese government is entirely corrupt. Remember Google's experience with the Chinese government when they attempted to set up shop in China. They finally closed the doors and left after the blatant government sponsored cyber attacks. Look at the long list of Chinese car manufacturers and their offerings. Almost every model is a complete rip of a popular model from another company. The Chinese disregard for patent and copyright laws is well known, and they are building a large portion of their wealth simply stealing from others. As communists they have certain core idiocies, and these cities are the result.
