But the courts will use the Thomas Jefferson statement, There is no ignorance of the law, but not on police when they don't know the law. How can you be the police and not know the laws? And since there are over 100,000 laws in the country, I highly doubt anyone knows every law in the country. They should stop using that excuse entirely. There is a difference between a mistake and on purpose.

Federal law is kind of vague on under 21 PURCHASING a firearm. From the ATF page, notice that it does not mention sale to under 21, just acquiring.
 
No, it's not vague.

"Acquire" includes buying, trading, borrowing for a crazy long period of time, or with no specified ending date,
loaning, taking as collateral for a loan, etc.

If no state laws apply, THEN the feds don't care if an adult gun owner sells a long gun to a child of any age,

or a handgun or handgun-specific ammo to a young adult 18+.
