I'm refering to a vicious attack in process that you can not stop. Not the dog looked at me and growled showed his teeth or the neighbors dog bit me. Dogs growl and snap to give warnings just like some people will yell and cuss as a warning.

If I have to kill a dog for attacking me I WANT the owner to call the police. That way HE can go to jail for not having his dog under control and endangering others.

As for discharging a firearm. That's what happens in self defense. The law can't prevent you from or punish you for defending yourself.
