From the looks of it I would say you probably had a loose connection that led to a little arcing and sparking causing it to overheat and destroy the connection. Best bet is to replace the element along with the new wire.

That's normal with ships that size being scrapped. The gov't can't give them away but are required to sell them. It'll cost the scrappers a lot of money to reduce them down to razor blades and safety pins.
