Salvage title rebuilders

From what I can find out you have to have a rebuilders license to get a rebuilt title for a motorcycle. I can't find the requirements to get a rebuilders license . Any help ? I was looking at buying a salvage Harley from Coparts and rebuilding it just for something to do . Any recommendations on getting the paper work right ? Also , what about titling a kit bike ?
 
The way I read the website, says only authorised rebuilder can repair a vehicle.It doesn't state specifically if "vehicle" includes motorcycles,but probably safe to assume so.
I don't agree with that at all, it has to be inspected anyway no matter who does the work,so why not allow individuals do their own repairs?
A kit should have a serial number and paperwork and likely a title of some kind; I've never bought one though.

Kit bikes are a bit different than "rebuilt" bikes. The manufacturer of the frame will supply you with a MSO (Manufacturer's Statement of Origin) which will function as a title (of sorts) to get it titled in your state.
 
I bought a wrecked salvaged title Yamaha R1 rebuilt it. It had a dented frame but only replaced the other broken pieces ( fuel tank and almost all plastic ) then dropped it off at the inspection center in Douglasville and received a rebuilt title with no problem. I do not know if I got lucky or not. I am not a licensed rebuilder. Ended up selling the bike to a dealership after riding it for a couple of years and would like to do it again to a Harley myself.
