    That's one of the problems with them their rulings are always (suspiciously) vague and confusing then depending on who you talk you get completely different answers.

    That's exactly what I intend to do regardless what some bureaucracy decides. I simply suggested a possible work around for those who don't want to modify or register their weapons.
