Plenty of deer have been killed with .223.
A bad shot is a bad shot regardless of caliber. Plenty of people have lost deer with .270s, 7 mags, and yes even the .30-06.
Shot a doe a couple of years ago with an AR in 5.56. Was hunting a thick spot, shot her from about 15 yards away, she dropped right where she was standing.
So just like gun control laws, it makes doing the right thing a PIA, and does nothing to the people who already do things the wrong way.
