I thought the same thing. Although, I can see the writers passing off the whisperers as people who have given over into thinking they are walkers since they spend so much time among them.
I read something similar about the whisperers. I've seen an article that showed a close up of the walker that bit Carl and was trying to make the point that it was one of the whisperers. That would set up the story arc where Carl miraculously survives.
But, being only slightly less crazy than Negan, Bypass employs hurtful reprimands as his weapon of choice, not unlike our current fearless Commander in Chief. If need be, he will draw a line in the sand. Which will be followed by a bigger line, accompanied by a stern, verbal warning.

Is there a lot to hooking these things up? I found a few on goodwill.com for a reasonable price, but they didn't have manuals. Had the remote and all other hardware though, for around $20 plus shipping.
