    Correct, it was built.....even if it was a stripped receiver, it would be transferred on the 4473 as other, no matter how it is marked.

    But since there is no such thing as a pistol lower for an AR15 it's hard to prove it started as a pistol unless it was purchased as a built pistol. All stripped lowers are marked as other on a 4473 when sold.

    Yes you can. And no you do not have to mark the lower in any way. But if you have a lower that was not purchased new and listed on the 4473 as "other", and sold as a complete rifle you cannot do it.
