Pretty sure it's just a kill switch and not constant power. Like zeake said, nothing happens till you pull the cord. I wouldn't worry about it. Should start and run

As far as how often to replace it, I really don't know. My truck has the dpf stuff on it and I guess it's really not that big of a deal. I've never had any problem with it so far. These newer diesel engines make way more power and torque than they used to, but again, I'm referring to vehicles...
Well us diesel guys think it's a bunch of bull****, but unless you get older stuff or spend the money to take care of the dpf crap, you're gonna have to deal with it
