Sure, let someone else guide it. They only get paid for an effective strike. It would be a lot easier to recruit a local than to put American boots on the ground anyway.
BTW, There is a middle ground between trying to hit only the target and personnel manning the target and wiping out the entire country. We need to be much less worried about collateral damage. If we had been this concerned with it during WWII, we would be speaking German and there would be no Jews left.
The first priority needs to be destroying the target completely and effectively. The second priority is that no Americans get killed while doing it. A distant third should be avoiding killing civilians. If they don't want to die, move the hell away from anything that could be a target.
