Create a thread with your suggestion, and if it gets enough positive response it can be looked at.

The way xenforo permissions work, it's not possible to give users individual thread permissions capability, i.e., closing/deleting threads, etc.

Also, I'm closing this thread as it's 5 years old and way out of relevance. As stated in the previous post, suggestions should be posted by creating a new thread in the Forum Rules & Site Suggestions forum rather than resurrecting a long dead and obsolete thread.
