When adjusting my limb driver rest, how much of the fork should be on the riser shelf when it is not drawn? And how tight to the shelf should it be, a little bent so its pushing against the rubber and not vibrating? Barely touching the pad? Barely off of the pad? Anybody know what I'm talking about?

That's going to depend on what measurement it tunes at....usually when your nock point is set it put's your arrow at full draw dead even (or very close) to your berger holes in the riser. Left to right is going to depend on your center shot which can be effected by cam timing, arrow spine, and things like that. If your bow is timed and tuned everything should be clearing fine and sitting almost even or slightly touching your pad.

I agree with Death, Majority of these things depend on what the measurement is going to be. If it suits to you then it is fine. And if It doesn't not suit you, you should make yourself flexible for it.
